  The Export Control Reform (ECR) initiative, which was launched by President Obama in 2009, is designed to better protect sensitive defense technology, while reducing overly restrictive regulations on less sensitive items. As part of the ECR efforts. some spacecraft systems and equipment have reverted back to the jurisdiction of Commerce Department from State Department. This paper will overview the export control system in general and both regulations of the ITAR and EAR and then further review the ECR process and its impacts upon the trade controls on spacecraft systems, equipment, parts, and the like, which will help us move forward to strengthen national security and the competitiveness of our industry.
