법적  근거  및  연혁

1. 우주산업실태조사  법적  근거

    우주산업실태조사는  우주개발진흥법  제24조,  동법  시행령  제22조에  의거한  법정  조사로서, 
국내  우주산업  분야에서  활동하고  있는  기업체,  연구기관,  대학을  대상으로  실시하고  있다.

우주개발진흥법  제24조,  동법  시행령  제22조  원문

  우주개발진흥법  제24조(우주개발  등에  관한  자료수집  및  실태조사)

    ①  과학기술정보통신부장관은  우주개발을  체계적으로  진흥하고  효율적으로  추진하기  위하여 

우주개발  및  우주  분야  산업에  관한  자료수집  또는  실태조사를  할  수  있다.  [개정  2013.3.23., 

2017.7.26]

    ②  과학기술정보통신부장관은  제1항에  따른  국내  실태조사를  위하여  필요하다고  인정하는  경우에는 

관련  행정기관,  연구기관,  교육기관  및  기업에  자료의  제출이나  의견의  진술  등을  요청할  수 

있다.  [개정  2013.3.23.,  2017.7.26]

    ③  제1항에  따른  자료수집  및  실태조사의  내용·시기·절차  등에  관하여  필요한  사항은  대통령령으로 

정한다.  [전문개정  2011.6.7.]

  우주개발진흥법  시행령  제22조(자료수집  및  실태조사의  시기  등)

    ①  과학기술정보통신부장관은  법  제24조에  따른  우주개발·산업의  현황  분석과  우주개발  동향  분석 

등에  필요한  자료수집  및  실태조사를  해마다  실시하고,  그  결과를  우주개발진흥기본계획  및 

우주개발진흥시행계획에  반영하여야  한다.  [개정  2013.3.23.,  2014.12.3.,  2017.7.26]

    ②  과학기술정보통신부장관은  자료수집  및  실태조사를  위하여  소속  공무원으로  하여금  관련  행정기관 

등을  방문하게  하거나  설문조사  및  통계분석  등을  함께  실시할  수  있다.  [개정  2013.3.23.,  2017.7.26.]

2. 우주산업실태조사  연혁

    2005년에  최초  시작하여  1년마다  조사를  실시하고,  올해  13회째1)  조사를  수행하였고, 
2015년  3월  23일  통계청에서  승인하는  국가승인통계로  지정되었다.

조사  목적 

    본  조사는  국내  우주산업  분야에  참여하고  있는  기업체,  연구기관,  대학을  대상으로 

우주  분야에  대한  사업  활동  현황  및  매출(예산),  참여인력  현황  등에  대한  구체적이

고  정확한  실태를  파악하는  것을  목표로  하고  있다.  그리하여  국내  우주산업의  현  수

준을  진단하고,  향후  우주산업  분야의  국가  경쟁력  확보를  위한  정책  수립의  기초자

료를  제공하는데  목적이  있다.

조사  설계

    우주산업실태조사의  조사대상은  국내에  소재한  우주산업  관련  기업체,  연구기관,  대

학으로  기존  조사를  통해  확보된  관련  기관  리스트와  과학기술정보통신부,  한국항공

우주연구원,  한국우주기술진흥협회에서  확보한  기관  리스트를  합하고,  중소벤처기업

부,  대한상공회의소  등에서  파악한  우주관련  기업  리스트를  취합하여  당해  연도  우주

산업실태조사  설문  집단으로  선정하였다.  확보한  기관  리스트는  총  1,373개로  1차  전

화조사를  통해  결번(폐업),  중복기관,  우주분야  해당  없는  기관  등을  제거한  후  모집

단을  선정하였다.

    조사방법은  사전  전화조사를  통해  2017년  우주산업  관련  활동  사항을  확인하고,  관

련  활동이  있는  것으로  확인된  기관을  대상으로  구조화된  설문지를  이용한  방문면접

조사를  진행하였다.  또한  응답자  상황에  따라  팩스,  이메일조사를  병행하여  실시하였

다.  자료  수집은  2018년  9월  3일부터  10월  26일까지  약  2개월간  진행하였다.

    우주산업실태조사  설문은  일반현황,  기관현황(설립년도,  소재지,  종사자수,  자본금, 

매출액  등),  우주참여분야,  매출(예산)현황,  인력현황,  투자현황,  지식재산권현황  등에 

대한  내용으로  구성되었다.

    조사의  응답  기준  기간은  2017년  1월  1일에서  12월  31일까지  1년간으로  한정하였다.

    본  조사에서  우주산업은  우주개발  자체에  목적을  가지고  있는  “우주기기제작  산업”

뿐  아니라  우주  개발을  통해  인류에게  돌아가는  부가가치를  모두  포괄하는  개념인 

“우주개발을  위한  산업  및  우주개발을  통해  창출되는  재화와  서비스”로  정의하여  설

문응답을  받았다.

    우주산업  실태조사에  사용된  분류체계는  6개의  대분류,  12개의  중분류로  구성하였

고,  금년도  분류체계는  작년과  동일한  분류체계를  유지하였다.

    지상국  및  시험시설과  발사대  및  시험시설은  응답기관에서  이해하기  쉽도록  각각 

위성체  제작  및  운용,  발사체  제작  및  발사로  분류하여  설문조사를  진행하였으나,  통

계분석시에는  ‘지상장비’로  분류하였다.  과학연구는  ‘지구과학’,  ‘우주  및  행성과학’,

2018년  우주산업실태조사  응답현황

    우주산업  분야  모집단으로  선정된  404개  기관  중  최종  응답기관은  총  389개  기관

이었으며,  우주  활동에  참여하고  있으나  조사를  거절한  15개  기업은  작년  자료  등을 

활용하여  보정한  값을  사용하였다.  최종  응답현황을  기관별로  보면,  기업체  311개(전

년대비  14개  증가),  연구기관  22개(전년대비  2개  감소),  대학  56개2)(전년대비  5개  감

소)로  조사되었다.

자료  처리  및  분석

    주요  기업,  연구기관,  대학에  대한  2차  자료(RM14),  중소기업현황정보시스템  등)의 

활용으로  수집된  자료의  신뢰도를  높였고,  각  기관별로  2017년  응답과  비교하여  급격

하게  줄어들거나  증가한  조사항목에  대해서  응답자  오류  등  그  원인을  파악하여  정확

한  수치를  입력하였다.  그리고  응답기관에서  입력한  분류와  매출  및  연구품목을  재검

토하여  분류  응답오류를  수정하였다.  2017년  조사결과는  2018년  조사결과와  비교하

기  위하여  보정하였다.  수집된  자료는  에디팅,  코딩  및  펀칭,  자료의  신뢰도5)를  높이

기  위한  데이터  정제(논리적  오류  확인)  과정을  거친  후  통계프로그램인  SPSS  21.0을 

통해  자료를  처리하였다.

용어  해설  및  참고사항

    □  우주산업  분야를  위성체  제작,  발사체  제작,  지상장비,  우주보험은  우주기기제작 

분야로  위성활용  서비스  및  장비,  과학연구,  우주탐사는  우주활용  분야로  구분하였다.

    □  국내  전체  우주  활동  규모는  기업체의  매출(내수+수출),  연구기관의  예산,  대학

의  연구비로  산출하였으며,  연구기관의  예산  중복을  방지하기  위해  타  기관으로  지출

된  예산을  제외하였다.  단,  연구기관의  분석에서는  연구기관이나  대학  등  타  기관에 

지출한  예산을  포함하였다.

    □  기업체와  연구기관의  우주  분야  참여인력은  우주산업  및  연구  분야에  고용된  인

력을  의미하며,  대학의  경우  우주  분야  연구에  참여한  교수와  학생을  의미한다.  인력

은  응답기관에  소속된  정규직만  포함하였다(하청업체소속,  비정규직  제외).  그리고  분

야별  인력은  동일한  사람이  두  가지  이상의  업무를  수행할  경우  투입비중이  높은  쪽

으로  기재하였으며,  최종학력은  졸업기준으로  작성하였다.

    □  비율은  소수점  둘째자리에서  반올림한  값을  사용하여  전체  합이  100%에서 

±0.1%정도의  오차가  발생할  수  있다.

우주분야  참여현황

    2017년  우주산업에  참여한  기관들은  기업  326개,  연구기관  22개,  대학  56개(113개 

학과)로  총  404개이며,  2016년  응답기관  총  394개(기업  309개,  연구기관  24개,  대학 

61개(135개  학과))보다  10개  기관이  증가하였다. 

    응답  기관의  우주  분야별  참여현황을  보면  위성활용  서비스  및  장비  분야에  참여하

고  있는  기관이  195개로  가장  많았고,  다음으로  지상장비  분야  104개,  위성체  제작 

분야  92개,  발사체  제작  분야  79개,  과학연구  분야  60개,  우주탐사  분야  26개,  우주

보험  분야  8개  기관으로  조사되었다.  기업체와  대학은  위성활용  서비스  및  장비  분야 

참여기관이  가장  많았고,  연구기관은  위성체  제작  분야  참여기관이  가장  많았다.

    2017년  우주산업에  참여한  기관의  지역별  분포를  보면,  조사된  총  404개  기관  중 

수도권에  210개(52.0%)가  분포하고  있어  가장  많았고,  다음으로는  충청권  94개

우주분야  활동금액

    2017년  우주산업에  참여한  기업체의  매출액,  연구기관의  예산액,  대학의  연구비를 

모두  합산한  우주분야  활동금액6)은  약  4조  1,452억  원으로  전년도  대비  6,248억  원

(17.7%p)  증가한  것으로  조사되었다.

    조사대상  기관별로는  기업체가  전년  대비  22.1%p  증가한  약  3조  3,931억  원으로 

조사되었으며,  이는  위성활용  서비스  및  장비  분야  매출액이  크게  증가하였기  때문이

다.  기업체의  우주  분야  활동금액은  전체  우주  분야  활동금액의  81.9%를  차지하였다.

    연구기관의  우주  분야  활동금액은  약  7,099억  원으로  전년  대비  2.9%p  증가한  것

으로  조사되었고,  이는  전체  우주  분야  활동금액의  17.1%를  차지한다.  연구기관의  우

주  예산액  증가는  한국항공우주연구원,  한국해양과학기술원,  국립환경과학원  등의  연

구기관  예산이  증가하였기  때문인  것으로  파악되었다.

    대학의  우주  분야  활동금액은  약  422억  원으로  전년  대비  17.6%p  감소한  것으로 

조사되었으며,  이는  전체  우주  분야  활동금액의  1.0%를  차지하였다.

체  제작  3,949억  원(9.5%),  발사체  제작  3,504억  원(8.5%),  지상국  및  시험시설  976

억  원(2.4%),  발사대  및  시험시설  894억  원(2.2%),  우주보험  255억  원(0.6%)  순으로 

조사되었다.

    우주활용  분야의  활동금액은  3조  1,875억  원으로  조사되었고,  세부분야별로는  위성

방송통신  2조  6,168억  원(63.1%),  위성항법  3,502억  원(8.4%),  원격탐사  847억  원

우주분야  수출입현황

1. 연도별  수출입현황

    2017년  우주산업에  참여한  기관의  총  수출액은  약  1조  8,184억  원으로  조사되었

다.  연구기관에서  발생한  약  21억  원을  제외하고는  모두  기업체에서  발생한  금액이

며,  전년  대비  6,718억  원(58.6%p)  증가하였다.  이는  위성방송통신  분야의  위성수신 

셋톱박스  관련  수출액이  증가한  것이  주요  요인이다.

    총  수입액은  약  6,472억  원으로  전년  대비  140억  원(2.2%p)  증가한  것으로  조사되

었으며,  수입액의  증가는  연구기관의  위성체  제작  및  무인우주탐사  분야  수입액  상승

이  주요  요인이다.

    무역수지는  2013년  이후로  지속적으로  흑자를  기록하고  있으며,  2017년에는  큰  폭

으로  상승하여  1조  1,712억  원을  기록하였다.

    우주  분야별  수출현황을  보면,  위성방송통신  분야가  약  1조  7,645억  원으로  전체 

수출액의  97.0%를  차지했으며,  위성항법  292억  원(1.6%),  위성체  제작  137억  원

(0.8%)  등의  순으로  조사되었다.  대표적인  위성방송통신  분야의  수출  품목은  위성수

신  셋톱박스,  위성  안테나  등으로  조사되었다.

    우주  분야별  수입현황을  보면,  위성방송통신  분야가  약  4,074억  원으로  전체  수입

액의  62.9%로  높게  나타났으며,  위성체  제작  1,275억  원(19.7%),  750억  원(11.6%) 

등의  순으로  조사되었다.  대표적인  위성방송통신  분야의  수입  품목은  위성수신  셋톱

박스  부품,  위성통신장비  부품  등으로  조사되었다.

에  6,187억  원(34.0%)을  수출하여  가장 

많았고,  다음으로  유럽  4,818억  원

(26.5%),  아시아  2,524억  원(13.9%),

(1.6%)  등의  순으로  조사되었다.

1. 연도별  우주분야  인력현황

    2017년  우주산업에  참여한  기관의  관련  업무  또는  연구에  참여한  인력은  9,138명

으로  작년  대비  785명(9.4%p)  증가한  것으로  조사되었다.  이는  기업에서  우주  활동

에  참여한  기관수  및  우주  매출액이  증가하였기  때문이다.

내  우주  분야의  56.9%를  차지하는  것으로  조사되었고,  다음으로  위성체  제작  분야

    우주기기제작  분야의  인력은  총  3,048명으로  나타났고,  전년  대비  265명(9.5%p) 

증가한  것으로  조사되었다.  세부  분야별로는  위성체  제작  1,193명(13.1%),  발사체  제

작  986명(10.8%),  발사대  및  시험시설  420명(4.6%),  지상국  및  시험시설  385명

(4.2%),  우주보험  64명(0.7%)  순으로  조사되었다.

    우주활용  분야의  인력은  총  6,090명으로  나타났고,  전년  대비  520명(9.3%p)  증가

한  것으로  조사되었다.  세부  분야별로는  위성방송통신  2,520명(27.6%),  위성항법 

1,529명(16.7%),  원격탐사  1,147명(12.6%),  우주  및  행성과학  323명(3.5%),  천문학 

273명(3.0%),  지구과학  187명(2.0%),  무인우주탐사  103명(1.1%),  유인우주탐사  8명

(0.1%)  순으로  조사되었다.

    2017년  전체  우주산업  참여인력  중  기업체의  위성활용  서비스  및  장비  분야  참여

인력을  제외한  우주개발  참여인력은  4,517명으로  전년  대비  287명(6.8%p)이  증가한 

것으로  나타났다.

    조사  대상  기관별로  살펴보면,  기업체는  2,087명으로  전년  대비  222명(11.9%p)  증

가하여  가장  증가폭이  큰  것으로  조사되었고,  대학은  1,473명으로  전년  대비  23명

(1.6%p)  증가,  연구기관은  957명으로  전년  대비  42명(4.6%p)  증가한  것으로  조사되

었다.

5. 성별·학력별  인력현황

    2017년  우주산업에  참여한  인력의  성별  분포를  보면,  남성이  7,798명(85.3%),  여성

이  1,340명(14.7%)으로  조사되었다.

    학력별  분포를  보면,  학사가  4,005명(43.8%),  석사  2,161명(23.6%),  박사  1,841명

(20.1%)  등의  순으로  조사되었다.

우주분야  투자현황

    2017년  우주산업  분야  투자비는  연구개발비,  시설투자비,  교육훈련비  등을  포함한 

것으로,  총  투자규모는  3,485억  원으로  전년  대비  418억  원(13.6%p)  증가하였다.  이

는  기업체에서  UHD  위성  서비스,  광대역  위성방송  기술  개발에  대한  연구개발비와 

연구기관에서  시설투자비가  증가하였기  때문인  것으로  조사되었다.

    투자분야별로  보면,  연구개발비는  2,177억  원(62.5%),  시설투자비는  1,284억  원

(36.9%),  교육훈련비는  15억  원(0.4%),  기타는  9억  원(0.2%)  순으로  조사되었다.

    조사대상  기관별로  보면,  대학의  투자규모는  53억  원으로  전년  대비  47억  원

(803.4%p)  가장  큰  비율로  증가하였으며,  기업체는  1,822억  원으로  전년  대비  176억 

원(10.7%p),  연구기관은  1,610억  원으로  전년  대비  195억  원(13.8%p)  증가  한  것으

로  조사되었다.

일반현황

1. 우주분야  참여현황

 

    2018년  우주산업실태조사에  참여한  기업체를  대상으로  최초  우주산업에  종사하기 

시작한  연도를  살펴본  결과  2000년에  급격하게  증가하였고,  이후로도  꾸준한  증가  추

세를  보였으나  최근  몇  년간  다소  주춤하는  모양새다.

    특이점으로  2014,  2015년도에  우주산업에  참여하기  시작한  기업이  가장  많은  것으

로  조사되었는데,  이는  한국형발사체  개발사업,  정지궤도복합위성  개발사업  등에  참여

하는  기업체가  증가하였기  때문으로  분석된다.

2. 분야별  참여현황

    2017년  우주산업에  참여한  기업체  수는  총  326개로  조사되었다.

    분야별  참여현황을  보면,  위성활용  서비스  및  장비  분야에  참여한  기업체  수가  145개

로  가장  많은  기업이  참여하였고,  다음으로는  지상장비  86개,  발사체  제작  65개,  위성체 

제작  63개  등의  순으로  조사되었다.  대부분의  분야에서  참여  기업체  수가  증가하였다.

    기업체  중에서  ㈜하이게인안테나,  남광엔지니어링,  나라스페이스테크놀로지,  ㈜에스

이랩,  에이피위성㈜,  ㈜스페이스솔루션,  ㈜지솔루션,  ㈜지엠티,  한국항공우주산업㈜,  한

국스냅언툴즈(주)  등이  다수의  우주분야에  중복적으로  참여하는  것으로  조사되었다. 

세부  분야별  기업체  참여현황은  아래  [표  3-1]와  같다.

3. 지역별  분포

    2017년  우주산업에  참여한  기업체의  지역별  분포를  보면,  수도권에  184개(56.4%) 

기업이  분포하고  있어  가장  많았고,  다음으로  충청권  70개(21.5%),  영남권  56개

(17.2%),  호남권  13개(4.0%),  제주권  2개(0.6%),  강원권  1개(0.3%)  기업이  분포해  있

는  것으로  나타났다.  2016년에  이어  2017년에도  수도권에  절반  이상의  기업이  분포

되어  있는  것으로  조사되었다.

4. 기업  특성별  분포

    2017년  우주산업에  참여한  기업체  특성별  분포를  보면,  기업  규모  및  자본금  규모

가  클수록  기업별  평균  우주  매출액이  높게  나타났다.  기업  설립년도  별로는 

2000~2009년에  설립된  기업이  매출액이  가장  많았고,  평균  우주  매출액도  가장  많이 

발생하는  것으로  조사되었다.

    우주  관련  시설/장비를  보유하고  있는  기업이  보유하고  있지  않는  기업보다  평균 

우주  매출액이  높은  것으로  조사되었다.

10~100억  원  미만이  155개(47.5%)로 

가장  많았으며,  다음으로  100~1천억  원 

미만  86개(26.4%),  10억  원  미만  52개

(16.0%),  1천억  원~1조  미만  19개

로  조사되었다.  기업체의  총  매출  규모

별  분포는  전년도와  대체로  비슷한  분

포를  보이고  있다.

6. 전체  종사자  수  규모별  분포

    2017년  우주산업에  참여한  기업체의 

전체  종사자  수  규모별  분포를  보면, 

50인  미만이  211개(64.7%)로  가장  많

았으며,  다음으로  50~100인  미만  40개

(12.3%),  100~300인  미만  45개(13.8%), 

300~1,000인  미만과  1,000인  이상이 

각각  15개(4.6%)  순으로  조사되었다. 

기업체의  전체  종사자  수  규모가  100인 

미만인  기업의  비율이  77.0%로  우주산

업  참여  기업들이  전반적으로  규모가 

작은  것을  알  수  있다. 

    2017년  우주산업에  참여한  기업체의 

우주산업  인력  비중  분포를  보면, 

10~40%  미만이  93개(28.5%)로  가장 

많았으며,  다음으로  100%가  88개(27.0%), 

10%  미만  84개(25.8%),  40~70%  미만 

38개(11.7%),  70~100%  미만  23개

(7.1%)  순으로  조사되었다.  기업체의 

우주산업  인력  비중  분포가  100%인  기

업이  전년도  30.1%에서  2017년  27.0%

로  다소  감소하였다.

우주분야  매출현황

1. 연도별  우주분야  매출현황

    2017년  우주산업에  참여한  326개  기업체의  우주산업  분야  매출은  약  3조  3,931억 

원으로  전년  대비  6,138억  원(22.1%p)  증가한  것으로  조사되었다.  이는  우주활용  분

야  매출액이  증가한  것이  주요  요인이다.  2013년  이후  우주분야  매출액은  지속적으로 

증가하고  있다.

를  보면,  10억  원  미만인  기업이  192개

(58.9%)로  가장  많았으며,  다음으로

며,  전년도와  대체로  비슷한  분포로  조

2. 분야별  매출현황

    2017년  우주산업에  참여한  기업체의  분야별  매출현황을  보면,  우주활용  분야가  약 

3조  132억  원(88.8%),  우주기기제작  분야가  약  3,799억  원(11.2%)으로  조사되었다.

    세부  분야별로  보면,  위성활용  서비스  및  장비  3조  55억  원(88.6%)으로  가장  많았

으며,  다음으로  지상장비  1,232억  원(3.6%),  발사체  제작  1,227억  원(3.6%),  위성체 

제작  1,084억  원(3.2%),  우주보험  255억  원(0.8%),  우주탐사  44억  원(0.1%),  과학연

구  34억  원(0.1%)  순으로  조사되었다.

    전년도와  비교해  보면,  우주기기제작  분야  매출은  약  289억  원(8.2%p)이  증가하였

다.  발사대  및  시험시설  분야를  제외한  세부분야에서  매출이  증가하였으며,  특히  위성

체  제작과  발사체  제작  분야  매출액이  크게  증가하였다.

    우주활용  분야  매출은  약  5,849억  원(24.1%p)이  증가하였다.  특히  위성방송통신  분

야에서  위성수신  셋톱박스의  해외  수출이  큰  폭으로  증가한  것으로  조사되었다.

3. 기업규모별  매출액 

 

    기업규모별  매출액을  살펴보면,  전체  종사자  수가  100인  미만인  기업은  251개이고, 

이들의  우주  매출액은  6,157억  원으로  전체  우주  매출액의  18.1%이며,  분야별로는 

지구과학과  우주  및  행성과학  분야  매출액은  모두  100인  미만  기업에서  발생하는  것

으로  조사되었다.

    100~299인  기업은  45개가  조사되었고,  이들의  우주  매출액은  5,899억  원(17.4%)

이었으며,  천문학(82.3%),  지상국  및  시험시설(60.5%)  분야  매출액의  대부분을  차지

하는  것으로  나타났다.

    300인  이상인  기업  30개의  우주  매출액은  2조  1,875억  원(64.5%)이었으며,  분야별

로는  우주보험(100.0%),  무인우주탐사(88.4%),  위성방송통신(76.6%)  분야  매출액의   

대부분을  차지하는  것으로  조사되었다.

    전체  매출액  대비  우주  매출액  비중이  10%  미만인  기업의  평균  우주  매출액은  15

억  원,  10~40%  미만은  29억  원,  40~70%  미만은  58억  원,  70~100%  미만은  703억 

원이고,  100%  우주  매출액인  기업은  96억  원으로  조사되었다.

    분야별로  보면,  우주기기제작  분야는  대체로  우주  매출액의  비중이  낮은  기업에서 

많은  매출액이  발생하고  있는  것으로  나타났다.  반면에  우주활용  분야는  대체로  우주 

매출액  비중이  높은  기업에서  많이  발생하고  있는  것으로  조사되었다.

    기업별  평균  우주  매출액은  약  111억  원으로  조사되었다.  분야별로는  위성방송통신 

분야가  459억  원으로  가장  높았으며,  다음으로는  위성항법  분야  64억  원,  우주보험 

분야  32억  원  등의  순으로  조사되었다.

    기업체  우주  관련  인력  1인당  평균  매출액은  약  5억  원으로  조사되었다.  분야별로

는  위성방송통신  분야가  1인당  11억  원으로  가장  높게  조사되었고,  다음으로는  우주

보험  분야  4억  원,  무인우주탐사  분야  3억  원  등의  순으로  조사되었다.

    우주  산업  분야  매출액  규모가  가장  큰  지역은  ‘수도권’으로  3조  228억  원(89.1%)이

고  전년도  2조  4,032억  원보다  6,196억  원(25.8%p)  증가하였다.

    다음으로  매출액이  큰  지역은  ‘영남권’으로  2,001억  원(5.9%)이고  전년도  2,294억  원

에  비해  293억  원(12.8%p)이  감소하였다.  연구·공공기관이  집중된  ‘충청권’은  1,546억 

원(4.6%)이며  전년도  1,338억  원에  비해  208억  원(15.6%p)  증가하였다.

    2017년  우주산업에  참여한  기업체의  총  매출액  3조  3,931억  원은  국내총생산액(명

목,  연간)  1,730조  3,985억  원의  0.20%  비중을  차지함으로써  전년  비중보다  0.03%p 

상승한  것으로  조사되었다.

우주분야  내수현황

    2017년  우주산업에  참여한  기업체의 

매출액  구성을  보면,  국내  매출액은  1조 

5,768억  원(46.5%),  수출액은  1조 

8,163억  원(53.5%)으로  작년  대비  국내 

매출액은  561억  원(3.4%p)  감소하고 

수출액은  6,699억  원(58.4%p)  증가한 

것으로  조사되었다.

    거래대상별  내수현황을  보면,  기타  7,500억  원(47.6%),  민간기관  4,309억  원(27.3%), 

공공기관  3,403억  원(21.6%)  등의  순으로  나타났다.  분야별로  보면,  우주기기제작  분야

는  공공기관이  2,557억  원(70.7%)으로  대부분  공공기관인  것으로  조사된  반면,  우주활

용  분야는  대부분  기타  7,377억  원(60.7%)인  것으로  조사되었다.

    기업체에  우주산업  관련  매출  지원이  가장  많은  정부부처는  방위사업청,  국방부,  해

양수산부  등이었고,  공공기관은  한국항공우주연구원,  국방과학연구소,  국토지리정보원 

등  이었으며,  민간기관은  KT스카이라이프,  현대모비스,  KT샛  등으로  나타났다.

1. 연도별  수출입현황

    2017년  우주산업에  참여한  기업체의  연도별  수출입현황을  보면,  수출액은  전년  대

비  6,699억  원(58.4%p)  증가한  1조  8,163억  원으로  나타났다.  특히  위성활용  서비스 

및  장비  분야의  수출액이  1조  1,231억  원에서  1조  7,979억  원으로  증가하였다.  이는 

위성수신  셋톱박스  수출액이  확대되었기  때문이다.

    수입액은  전년  대비  806억  원(15.8%p)  감소한  4,290억  원으로  나타났다.  이는  위

성체  제작  관련  부품  수입이  감소하였기  때문인  것으로  조사되었다.

분야별  수출현황을  보면,  위성활용  서비

스  및  장비  분야가  1조  7,979억  원

(99.0%)으로  가장  많았고,  다음으로  위

성체  제작  137억  원(0.8%),  우주보험 

27억  원(0.1%),  지상장비  20억  원(0.1%) 

순으로  조사되었다.  위성활용  서비스  및 

장비  분야의  주요  품목으로는  네비게이

션,  위성수신  셋톱박스,  위성안테나  등

으로  조사되었다.  전년  대비  위성활용 

서비스  및  장비  분야  수출액이  6,748억 

원(60.1%p)  증가한  것으로  나타났다.

    국가별로는  미국/캐나다에  수출한  금

액이  6,169억  원(34.0%)으로  가장  많았

고,  다음으로는  유럽  4,817억  원

(26.5%),  아시아  2,524억  원(13.9%),  남

미  1,426억  원(7.9%),  중동  281억  원

(1.5%)  등의  순으로  조사되었다.  미국/

캐나다에  수출한  금액의  100.0%가  위

성활용  서비스  및  장비  분야인  것으로 

나타났다.  전년  대비  미국/캐나다  수출

액은  815억  원(15.2%p),  아시아는  990

억  원(64.5%p),  유럽은  2,192억  원

(83.5%p)  증가한  것으로  나타났다.

3. 수입현황

    2017년  우주산업에  참여한  기업체의 

분야별  수입현황을  보면,  위성활용  서비

스  및  장비  분야가  4,134억  원(96.4%)

으로  가장  많았고,  다음으로  위성체  제

작  75억  원(1.7%),  발사체  제작  49억 

원(1.1%),  지상장비  31억  원(0.7%)  순

으로  조사되었다.  위성활용  서비스  및 

장비  분야의  주요  품목은  위성수신  셋

톱박스  부품으로  나타났다.  전년  대비 

위성활용  서비스  및  장비  분야는  관련 

부품  수입액  감소로  인해  376억  원

(8.3%p)  감소했으며,  지상장비  분야는  안

테나  컨트롤  시스템  및  RF부품  수입액 

증가로  인해  7억  원(27.0%p)  증가한  것

으로  조사되었다.

    국가별로는  미국/캐나다로부터의  수

입이  3,531억  원(82.3%)으로  가장  많았

고,  다음으로  아시아  638억  원(14.9%), 

유럽  93억  원(2.2%),  중동  8억  원

(0.2%)  등의  순으로  조사되었다.  전년 

대비  미국/캐나다  수입액은  440억  원

(11.1%p),  아시아는  71억  원(10.0%p),   

유럽은  252억  원(75.2%p)  감소한  것으

로  조사되었다.

    2017년  우주산업에  참여한  기업체의  우주  분야  총  매출액  중  수출이  차지하는  비

중이  약  53.5%인  것으로  조사되었다.  분야별로는  우주활용  분야  수출  비율이  59.7%

로  우주기기제작  분야(4.8%)  보다  높게  나타났고,  특히  위성방송통신  분야는  수출  비

율이  67.5%로  가장  높게  나타났다.

    2017년  우주산업에  참여한  기업체의  우주산업  분야  인력은  6,708명으로  전년  대비 

720명(12.0%p)  증가한  것으로  조사되었다.  이는  위성활용  서비스  및  장비  분야의  매

출액이  많이  증가하였기  때문이다.

    우주기기제작  분야  인력은  2,021명으로  전년  대비  223명(12.4%p)  증가하였다.  세

부분야별로  보면,  위성체  제작  730명,  발사체  제작  574명,  발사대  및  시험시설  334

명,  지상국  및  시험시설  319명,  우주보험  64명  순으로  나타났다.  전년  대비  발사대 

및  시험시설  분야를  제외한  모든  세부분야에서  인력이  증가하였으며,  이는  위성  관련 

매출액  증가에  따른  결과로  분석된다.

    우주활용  분야  인력은  4,687명으로  전년  대비  497명(11.9%p)  증가하였다.  세부분

야별로  보면,  위성방송통신  2,476명,  위성항법  1,378명,  원격탐사  767명,  지구과학  32

명,  무인우주탐사  13명,  우주  및  행성과학  12명,  천문학  9명  순으로  나타났다.  전년 

대비  대부분의  세부분야에서  인력이  증가하였으며,  특히  위성방송통신  분야에서  관련 

매출액  증가로  인해  인력도  크게  증가한  것으로  조사되었다.

3. 향후  신규인력  채용계획

    분야별  인력채용계획을  보면,  향후  5년간  우주산업에  필요한  신규  인력은  총  1,419

명으로  조사되었다.  신규인력  채용계획이  많이  있는  분야는  위성항법(314명),  위성방

송통신(304명),  위성체  제작(253명)  분야  등의  순으로  나타났으며,  무인우주탐사  분야

는  현재  인력  대비  많은  인력을  필요로  하는  것으로  조사되었다.

    2017년  우주산업에  참여한  기업체의 

직무경력별  인력현황을  보면,  연구기술

직이  3,655명(54.5%)으로  가장  많았으

며,  다음으로  사무직  1,716명(25.6%), 

생산직  804명(12.0%),  기타  533명

(7.9%)  순으로  조사되었다.  전년  대비 

연구기술직의  인력이  413명(12.7%p) 

증가한  것으로  조사되었다.

    2017년  우주산업에  참여한  기업체의 

최종학력별  인력현황을  보면,  학사가 

3,941명(58.8%)으로  가장  많았으며,  다

음으로  석사  1,405명(20.9%),  박사  233

명(3.5%)  등의  순으로  조사되었다.  전

년  대비  학사의  인력이  607명(18.2%p) 

증가한  것으로  조사되었다.

    2017년  우주산업에  참여한  기업체의  전공별  인력현황을  보면,  전기/전자/IT  관련학
과  전공자가  2,540명(37.9%)으로  가장  많았으며,  다음으로  비관련학과  1,668명
(24.9%),  기타  공학  관련학과  1,061명(15.8%),  기계/재료공학  관련학과  825명
(12.3%),  항공우주공학과  347명(5.2%),  자연과학  관련학과  267명(4.0%)  등의  순으로 
조사되어  전년도와  비슷한  경향을  보이고  있다.

    전공별  인력의  성별  분포를  보면,  모든  전공에서  남성의  비율이  높았으며,  특히  ‘기
계/재료공학  관련학과’는  남성  비율이  95.6%로  가장  높게  나타났다.  반면에  ‘비관련
학과’는  타  전공  대비  상대적으로  여성의  비율이  30.0%로  높은  것으로  조사되었다.

    2017년  우주산업에  참여한  기업체의  근속년수별  인력현황을  보면,  5년  미만  근속자
가  2,617명(39.0%)으로  가장  많았으며,  다음으로  5~10년  미만  1,970명(29.4%), 
10~15년  미만  1,228명(18.3%),  15~20년  미만  567명(8.5%),  20~25년  미만  225명
(3.4%),  25년  이상  101명(1.5%)  순으로  조사되어  전년도와  대체로  비슷한  경향을  보
이고  있다.

    2017년  우주산업에  참여한  기업체의  성별  인력현황을  보면,  남성이  5,734명

(85.5%),  여성이  974명(14.5%)으로  조사되어  전년도와  마찬가지로  남성의  비중이  높

았으며,  남성의  증가폭이  여성보다  높은  것으로  조사되었다.

    분야별로  보면,  우주기기제작  분야의  남성  비중이  90.5%로  우주활용  분야(83.3%)

에  비해  높은  것으로  조사되었다.

연령별  인력현황을  보면,  30~39세가 

2,725명(40.6%)으로  가장  많았으며,  다

음으로  40~49세  1,958명(29.2%),  30세 

미만  1,423명(21.2%),  50~59세  544명

(8.1%),  60세  이상  58명(0.9%)  순으로 

조사되어  전년도와  비슷한  경향을  보이

고  있다.

    연령별  인력의  성별  분포를  보면,  대체로  연령이  많을수록  남성의  비율이  높은  것
으로  조사되었다.  특히  ‘50~59세’에서  남성의  비율이  96.9%로  가장  높게  나타났다.

우주분야  투자현황

    2017년  우주산업에  참여한  기업체의  우주  분야  관련  총  투자  규모는  1,822억  원으

로  전년  대비  176억  원(10.7%p)  증가한  것으로  조사되었다.  이는  연구개발비에  대한 

투자가  증가하였기  때문인  것으로  조사되었다.

    분야별  투자현황을  보면,  연구개발비가  1,631억  원(89.5%)으로  가장  많았으며,  다

음으로  시설투자비  171억  원(9.4%),  교육훈련비  12억  원(0.7%),  기타  9억  원(0.5%) 

순으로  조사되었다.  전년  대비  전체적으로  증가했으나,  시설투자비  분야에서  123억 

원(41.8%p)  감소한  것으로  조사되었다.

    분야별  주요  투자  항목으로  연구개발비  분야에서는  UHD  위성  서비스,  광대역  위

성방송  기술  개발  등에  대한  투자,  시설투자비  분야는  기계시설투자,  대형가공장비투

자,  3차원  측정장비  등이  조사되었다.

    우주산업  참여  기업체는  총  매출액  대비  5.4%를  연구개발,  시설투자,  교육훈련  등

에  투자하는  것으로  나타났으며,  이는  전년도  5.9%에  비해  0.5%p  감소하였다.

우주분야  지식재산권현황

    2017년  우주산업에  참여한  기업체의  우주  분야  관련  지식재산권14)은  총  76건으로 

조사되었다.  이  중  국내  특허등록은  52건,  국외  특허등록은  3건이고,  특허출원은  총 

21건(국내  20건,  국외  1건)으로  조사되었다.

    기업체의  우주  분야  관련  특허  보유현황은  총  1,034건으로  조사되었다.  이  중  국내 

특허등록은  596건,  국외  특허등록은  21건이고,  특허출원은  총  383건(국내  373건,  국

외  10건)으로  조사되었다.

    기업체별로  보면,  2017년  국내  특허등록이  가장  많은  기업은  지오스토리  9건,  엘아

이지넥스원  6건,  STX엔진(주)와  ㈜카네비컴  각각  5건  등의  순으로  조사되었다.

일반현황

1. 우주분야  참여현황

    2017년  우주산업에  참여한  연구기관  수는  총  22개  기관으로  전년도  24개  참여  기

관  중  3개  기관15)에서는  우주  관련  연구  과제가  종료되었고,  전년도에  참여하지  않은 

1개  기관16)은  2017년에  우주  관련  연구를  진행한  것으로  조사되었다.

    분야별  참여현황을  보면,  위성체  제작  분야에  참여한  연구기관  수가  12개로  가장 

많은  기관이  참여한  것으로  나타났으며,  다음으로  과학연구  분야  11개,  위성활용  서

비스  및  장비  분야  10개,  지상장비  분야  6개,  발사체  제작  분야  4개,  우주탐사  분야 

3개  순으로  대체로  전년도와  유사하게  조사되었다.

    연구기관  중에서  한국항공우주연구원이  가장  많은  분야에서  활발하게  연구하는  것

으로  나타났고,  다음으로  한국전자통신연구원,  기상청  국가기상위성센터  등이  여러  분

야에  걸쳐  연구를  진행하는  것으로  조사되었다.  세부  분야별  연구기관  참여현황은  아

래  [표  3-24]와  같다.
