Launching to become the ‘World’s Top 7 Space Powerhouse’!
We will create a space industry ecosystem with strong independent capability to kick off the ‘Space Business Era’!
- △ Development of over 170 satellites, launch of more than 40 domestic launch vehicles (~2031)
- △ Promotion of the ‘Korean Positioning System (KPS)’, the largest project in the history of Korean space development (2022~2035, KRW 3.7 trillion) etc.
- Prime Minister Kim on a visit observing the research scene at the Korea Aerospace Research Institute. The government will also do its best to successfully carry out the space development plans such as the 2nd launch of Nuri (May) and the launch of the lunar orbiter (Aug.) without setbacks next year

[Space Industry Development & Ramp-up Strategy]
- Presented space development roadmap as a long term strategy to kick off the ‘Space Business Era’ after 10 years

△ (Environment & System) Phased contract from the phase that has secured technology competitiveness, reduction of engineering fees &relieving liquidated damages due to delays
△ (Promotion & Commercialization) Discovery of industries related to Korean Positioning System (KPS) such as autonomous cars, smart phones, etc., demonstration of 6G satellite communication technology & service, etc.

(Korean Positioning System (KPS) development project advancement plan)
- Establish a detailed plan to initiate the project for developing ‘Korean Positioning System (KPS),’the 4th Industrial Revolution infrastructure Invest
- KRW 3.7 trillion for 14 years, and develop & establish satellite & ground & user system required for satellite navigation services, etc.
* Global Positioning System: A system providing accurate PNT (Position, Navigation, Timing) information using multiple satellites. It is the key infrastructure for the new industries of the 4th Industrial Revolution such as autonomous cars, Urban Air Mobility, etc.

□ On the afternoon of Nov.15 (Mon.), Prime Minister Kim Boo-kyum presided over the 21st National Space Committee meeting at the Korea Aerospace Research Institute for the first time as the National Space Committee chairman.
* The cradle of Korean space development playing a key role in the development of launch vehicles such as Naro, Nuri, and the development of satellites including Arirang, Chollian, etc.

ㅇ Today’s meeting was held under the consensus that space development began as a system competition between the U.S. and Soviet Union during the Cold War, but now, various space technologies such as airbags, water purifiers, and MRI & CT are used in our everyday lives, and that the advent of the ‘New Space’ era is here led by the private sector through new industries such as satellite navigation (GPS, etc.), space Internet, space tourism, etc. in addition to the production of satellites and launch vehicles.
- Chairman Kim Boo-gyum, 5 government committee members, and 5 civilian committee members were in attendance, and reviewed and voted on the ‘Space Industry Development & Ramp-up Strategy Plan’, ‘Korean Positioning System Development Project Promotion Plan’, ‘National Space Committee operation plan’.

ㅇ‘National Space Committee Operation Plan’ contains details including the elevation of the chairman of the National Space Committee from the Minister of Science & ICT to the Prime Minister.
- to oversee and mediate space policies which is evolving from a focus on research & development to a comprehensive policy for diplomacy, national security, and industry, and the new establishment of the Security & Space Development Working Committee* under the National Space Committee.
* This committee reviews matters of security warranted for the purpose of national security. It is co-chaired by the Vice Minister of Defense and the Deputy Director of the National Intelligence Service.


◈‘Space Industry Development & Ramp-up Strategy’
□ The government presented the space development roadmap with the aim of kicking off the space business era after 10 years through Korean space technologies and industries which have leaped to the next level through establishing their mid to long-term industry development strategy.
ㅇ The government has prepared a specific action plan to elevate the level of Korean space industry capacity, which is still in its infancy compared to the global space industry growing at an accelerated pace in the New Space Era.
* The size of the Korean space industry in 2020 was KRW 3.2610 trillion, which is 1% of the global space industry

□ The major contents of the Space Industry Development & Ramp-up Strategy are as follows.
ㅇ The government will foster Korean space companies representing the domestic industry by enhancing the technology of our companies and expanding its infrastructure in the field of space marked by barriers to overseas technology access.
- The government will develop a total of 170 satellites for public applications from 2022 to 2031, and drive ahead with the launch of a total of 40 domestic launch vehicles in connection to satellite development in order to increase the opportunity for domestic space companies to participate in space development through public development.
- In fact, to support the realization of various ideas from private companies, the strategy contains details such as constructing a launch site for the launch vehicles of private companies and establishing a space industry cluster for launch vehicles, satellites, materials, and parts as the foundation of the space industry.

ㅇ The government will improve the environment and introduce a system where creative and innovative ideas can be realized so that companies can freely participate in space development.
- The government will ensure that companies can freely participate in space development by introducing phased contracting where companies can start contracting from the point of having secured technology competitiveness, and by reducing their burden through reducing the engineering fees and liquidated damages due to delays*.
* Review reducing the limit of liquidated damages due to delays imposed for delaying the fulfillment of a contract to defense acquisition program levels (10% of down payment)
- - In addition, the government will foster human resources specialized in space industry through various human resource training programs* and designating education centers**, as well as carry out the production and distribution of educational contents to enhance the future generation’s understanding of space.
* On-the-job training at companies for the unemployed, apprenticeship education for a master’s and doctor’s degree, re-education in practical affairs for the currently employed, etc.
** Support basic & on-the-job training and recruitment by designating ‘future space education centers’ in universities

ㅇ The government will foster new industries related to the satellite information industry which comprises most of the space industry*, and support commercialization through expanding the open-sharing of satellite information.
* Satellite TV, satellite communication, earth observation, etc. comprising 93.6% of the global space industry (USD 253.3 billion, 2019)
- The government will discover industries related to the Korean Positioning System such as smart phones, autonomous cars, etc., and prepare the foundation enabling the private sector to commercialize 6G satellite communication technology* and services by demonstrating these technologies.
* Promote demonstration of maritime autonomous surface ships, Urban Air Mobility (UAM) and communication services for island areas with poor ground network, etc.
- In addition, the government will facilitate the private sector’s utilization of satellite images by establishing a platform for distributing, processing, and analyzing satellite images, and developing AI algorithms.
- From 2022, the government is also planning to support business demonstrations based on ultra-small satellites so that SMBs and venture companies can enter the space market with innovative ideas.


◈ ‘Korean Positioning System (KPS) Development Project Promotion Plan’

□ In 2022, the government will launch the project on developing the Korean Positioning System (KPS*) to provide ultra-precision position, navigation, and timing** information services as an infrastructure of the 4th Industrial Revolution.

ㅇ Global Positioning System is a system that provides accurate position, navigation, and timing information using multiple satellites, and acts as a base technology for the national economy and society as to transportation, communication, etc. as well as the key infrastructure for new industries of the 4th Industrial Revolution, such as autonomous cars, Urban Air Mobility (UAM), etc.
ㅇ The government has been preparing this project by applying the Korean Positioning System Development Plan to the “Basic Plan of the 3rd Space Development Promotion” (Feb. 2018), and has reviewed and voted for the establishment of the detailed plan for the project’s commencement by next year.

□ KPS is the largest project in the history of Korean space development*. This project will develop and establish a satellite, ground, and user system required for providing satellite navigation services by investing a total project cost of KRW 3.72 trillion for 14 years from 2022 to 2035.
* The previous largest space development project was the Korean launch vehicle development project (2010~2022, KRW 1.9 trillion)

ㅇ Also, the project is expected to contribute to the vitalization of the space industry with the active technology transfer from government-funded research centers to the overall industry, and to promote service industries that utilize KPS’ ultra-precision positioning, navigation, and timing services.
ㅇ The government will set up the ‘KPS Development Project HQ’ within the Korea Aerospace Research Institute to oversee research & development, and plans to promote the enactment of “(tentative name) the Act for Developing and Operating the National Integrated Navigation System” in order to prepare a dedicated promotion system such as ‘KPS Committee’, ‘KPS Development & Operation Group’, etc.
ㅇ When KPS is established, the government will ensure the stability of major national infrastructures, such as finance, power, communication, transportation network, etc. even in case of an emergency. And this system will become the foundation for new industries in the 4th Industrial Revolution such as autonomous cars, Urban Air Mobility (UAM), etc. since it can provide centimeter-level ultra-precision services.
ㅇ Through KPS, the government will actively support the growth of the satellite information service industry which comprises most of the space industry.

□ Prime Minister Kim Boo-gyum proudly remarked that “We have become the world’s 7th country capable of independently launching large satellites weighing over 1 ton by launching the independently developed Nuri despite the lack of history in space development.”
ㅇ He further stated, “Developed countries in space technology are embracing the space business era with a scope surpassing merely space technologies.”
ㅇ Then, he announced, “Today, right here, we officially pledge that we will focus our policy capabilities by fostering space enterprises, and setting the creation of a space industry ecosystem with independent capacity as our next objective.”

□ Private committee members also added their suggestions for advancing the space industry. Committee member Shin Hyeon-wu of Hanwha Aerospace said, “We should take this opportunity to create infrastructure services that the Korean public wants, create added value, and develop the entire Korean space industry”.
ㅇ Committee member Park Jong-seung of National Defense and Science Institute added, “We need the close collaboration between related departments in establishing the private launch site”.

□ In response, Prime Minister Kim said, “As the public and private sector has proven our national capabilities that achieved growth and enabled us to be the world’s top 10 economic power, I am confident the space industry, still in its infancy, will also elevate Korea’s status as a space powerhouse based on our experiences and capabilities.”
ㅇ He also urged, “Related government departments should also diligently strive for progress in their respective areas for the growth of the space industry.”

□ After the committee meeting today, Prime Minister Kim made a visit to observe the scene of research at KARI and listened to the results of the launch of the Nuri in October, and encouraged the researchers fulfilling their roles at the forefront during a tour around the site where the lunar orbiter and multi-purpose practical satellites No.6 and No.7 for precision ground observation are being produced.
ㅇ Furthermore, he highlighted once again the national pride that the Nuri sowed in the Korean public, and stressed that the government will work in earnest so that our space development plans such as the 2nd launch of the Nuri (May) and the launch of the lunar orbiter (Aug.) stay on course without setbacks.
