[URGENCY] Bid Summary
< RFP No. KARI-2014-272 >
Korea Aerospace Research Institute (KARI) invites sealed bids from eligible Bidder for the procurement
of Vibration shakers & Interface equipment for Large Vibration Test Facility.
The following is an outline of the requirements, so potential Bidders are requested to carefully review
the following instructions and to submit their Proposals in accordance with the guidelines and
requirements as contained in the RFP.
1. Main Scope
. Purpose
1) To supply new one shaker for Quad Vibration System (Multi-shaker operation).
2) To upgrade the performance and extend the useful period for existing three shakers of LDS V984
as those of new one.
3) To supply one shaker (Large Vibration System) for single operation with 3m × 3m slip table.
4) To supply the interface equipment (devices) for shaker.

. Estimated Budget: EUR 3,376,500.00
2. Qualification of Bidder
. Bidder shall have experience in manufacturing and delivery of a quad-shakers system for a hydraulic-
guidance head expander (above 3 x 3 m) for the purpose of vibration test.
3. Registration of Intent and Certificate
. Registration: submittal by letter of intent with Certificate in accordance with Article.2 Qualification of
Bidder.
. Bidders shall inform KARI of their intent with Certificate within one (1) week from
the public notice
date of Bid. A registration of intent shall be made to the address indicated in the RFP by email, post,
courier or fax.
※ Certificate: Bidder shall supply information about themselves including organization, organization,
financial standing, major business, experience in manufacturing and delivery performance for five (5)
years and technical support in accordance with RFP.
4. Submittal of Proposal
. The proposal (respectively sealed envelopes for technical and price) and Bid bond shall be hand-
carried or sent via appropriate express courier to KARI personnel or his designee within the Bid Closing
Date and Time. A deputy shall submit the power of attorney and a copy of his identification.
. The Bid currency is EUR.
. The proposal shall be made in English
5. Bid Closing Date and Time
. Bid closing Date and Time: December 22, 2014 11:00 Korean Local Time
6. Bid Bond
. Bidder shall establish a bid bond in favor of KARI before the Bid Closing Date.
. The total amount of the bid bond shall be at least five (5) percent of total bid value and shall be valid
for at least six (6) months.
7. Bid Bond Return
. The bid bonds except for those of the Successful Bidder and the other Qualified Bidders will be
released upon the instructions of KARI to the Non-Qualified Bidders, without interest, promptly after
KARI’s selection of the Successful Bidder. The bid bond of the Successful Bidder and the other
Qualified Bidders shall be likewise released to the corresponding Bidder with whom KARI decides
not to enter into a Contract.
8. Acceptance/Rejection of Bids
. KARI reserves the right to accept or reject any Bidding, and to amend the Bidding process and reject
all Bidding at any time prior to the award of the Contract without thereby incurring any liability to the
affected Bidder, nor is KARI under any obligation to inform the affected Bidder of the ground for its
action.
9. Questions and Modifications
.
Any questions as to the intent and clarity of the RFP may be asked to KARI’s point of contact
as specified in Article 18 by email, fax, or letter no later than five(5) days before the Bid
Closing Date and Time. After the Bid Closing Date and Time, Bidder shall not amend, Modify,
or supplement the Proposal, or submit any other documents to KARI, except with KARI’s
written request.
10. Evaluation of Proposal and Contract Schedule
. Evaluation of Proposal
-
First, an initial evaluation of the Proposal except price, the evaluation committee will select the
Qualified Bidders compliant with the requirements of the RFP.

Second, after selection of the Qualified Bidders, the price proposal of the Qualified Bidders only
will be opened for price evaluation.
. Currency shall be applied to the first Exchange Rate of Korea Exchange Bank on the date of the
evaluation for the price proposal.
. Contract Schedule
-
The following is a tentative milestone for the evaluation and Contract, which may be changed at
KARI’s sole discretion.
1) Selection of Successful Bidder: the Bid Closing Date + within four (4) weeks.
2) Contract Negotiation and Contract: dependent on the progress of negotiation.
11. Contract
. The Contract will be effective subject to the KARI’s approval thereof. General Terms and
Conditions is the baseline requirement for the Contract negotiation with the Successful Bidder,
and will be the basis of the Contract.
. KARI may terminate this Contract, in whole or in part, ONLY IF GOVERNMENT TERMINATES THE
PROGRAM WHICH IS DIRECTLY RELATED TO THIS CONTRACT for its convenience, with sixty
(60) days’ prior written notice to Contractor. KARI’s Payment Schedule for this Contract can be
adjusted by Government budget profile.
12. Confidentiality
. There shall be no news release, public announcements, denials or confirmation in connection with
the RFP or Contract award without the prior written approval of KARI. All elements of the RFP shall
be kept confidential, and shall not be intentionally disclosed by Bidder to any Third Party.
13. Withdrawal of Proposal
. Bidder may withdraw its Proposal at any time before the Bid Closing Date and Time. Withdrawal
shall be made in writing, and shall be received by KARI before the Bid Closing Date and Time.
14. Property of Proposal
. All documents submitted in response to the RFP shall become the property of KARI and will be
retained by KARI.
15. Expenses
. Expenses incurred by Bidder in connection with the preparation, submission, and any subsequent
clarification or negotiation activities are for its own account and will not be reimbursed by KARI.
16. Governing Law
. The RFP and Contract shall be construed in accordance with and governed by the laws of the
Republic of Korea.
17. Arbitration
. Any disputes in relation to, and under the RFP and Contract shall be resolved through arbitration in
Seoul, Korea under the Rules of the Korean Commercial Arbitration Board.
