Korea Aerospace Research Institute (KARI) invites sealed bid from eligible Bidders for
Advisory review
of Master Plan (D) of gas turbine engine structural integrity.
The following is an outline of the requirements, so potential Bidders are requested to careful y review the
following instructions and to submit their Proposals in accordance with the guidelines and requirements
as contained in the Item Requirements.
1. Main Scope
- Item: Advisory review of Master Plan (D) of gas turbine engine structural integrity
- Quantity: For the details, please refer to RFP for Master Plan(D) review
- Contract Period: By December 20, 2026 from Effective Date of Contract (EDC)
- Estimated Budget: KRW 88,000,000
- Method of Contract: an open competitive bid (two-step simultaneous competitive bid, lowest bid
price)
2. Qualification of Bidders
- Bidders shal be qualified under Article 12 (Requirement to Participate in Competitive Tender by
Law) of the ENFORCEMENT DECREE OF THE ACT ON CONTRACTS TO WHICH THE STATE IS A
PARTY of Republic of Korea, or Bidders must be a manufacturer or supplier who has principal place
of business in abroad.
3. Submission of Bid Documents
- Bid Closing Date and Time: July 31 (Fri), 2026 14:00 Korean Local Time.
※ The proposal submitted after the designated date and time shal be considered as invalid.
- Bid Opening Date and Venue: To be notified later by KARI
- Bid Documents: All of the fol owing documents shal be submitted by registered mail or in person prior
to the Bid Closing Date and Time:
1) Registration for Bid (Attachment 1-1) and Bidder's Information (Attachment 1-2)
2) Hard copies in A4 size (without price proposal): six (6) copies in addition to one (1) original
3) Hard copies in A4 size (price proposal): One (1) original proposal sealed separately
4) Soft copies – Two (2) sets of readable documents (PDF preferred) in USBs without price
proposal
5) and Bid Bond (Refer to "4. Bid Bond" below)

On submission of proposal by Bidder’s deputy, one (1) power of attorney, certificate of business
registration, certificate of registered seal usage, certified identification and certificate of
employment are required to be presented.
‐ The main bid currency is KRW but other currency could be accepted.
- The bid documents shal be made in English or Korean.

If the bid documents are submitted via registered mail, the Bidder shal notify the contact person
specified in this announcement via email and ensure that the proposal is delivered to the address
below by the Bid Closing Date and Time.

4. Bid Bond
- Bidder shal establish a Bid Bond in favor of KARI before the Bid Closing Date and Time. The total
amount of the Bid Bond shal be at least five percent (5%) of total Bid Price and shal be valid for at
least three (3) months after Bid Closing Date.
- The currency of the bid bond shall be identical to the base currency used for the bid application.
- The Bid Bond shall be in the form of a surety bond issued by the Seoul Guarantee Insurance
Company, in the form of an irrevocable standby letter of credit by first class international bank, cash or
other means of guarantee acceptable to KARI. In case of cash, bank guarantee, or the irrevocable
standby letter of credit, it shall be advised through “Woori Bank” (Daejeon Banking center at 29
Munye-ro, Seo-gu, Daejeon, 35241 Korea, Tel: +82-42-488-9704, Ext.312, Fax: +82-505-003-2964,
e-mail: jinny@wooribank.com). In case of the surety bond, it shal be advised through “ Seoul
Guarantee Insurance Company”, hand carried or posted to KARI. The bond shall be available by
KARI’s request on the Seoul Guarantee Insurance Company or by KARI’s draft at sight drawn on the
bank, accompanied by the statement of KARI stating that Bidder has refused to enter into a contract
with the terms and conditions in the Request for Proposal as amended, if any, that Bidder has
hindered the fair bidding by fraud or mispresentation, or that Bidder has withdrawn its Proposal after
the Bid Closing Date.
- Al of the Bid Bonds will be released promptly at the time of contract award by KARI without
interest.
5. Nullification of Bid
- This Bidding may be nul ified in accordance with Article 39(4) of ENFORCEMENT DECREE OF
THE ACT ON CONTRACTS TO WHICH THE STATE IS A PARTY and Article 44 of ENFORCEMENT
RULE OF THE ACT ON CONTRACTS TO WHICH THE STATE IS A PARTY.
6. Selection of Successful Bidder
- Amongst Bidders who received eighty (80) points or higher in technical evaluation out of one hundred
(100) points, the Bidder who submits the lowest bid price not exceeding the estimated budget shal be
selected as the Successful Bidder.
- For price evaluation, if Bidder’s proposed price is in a currency other than the bid currency specified in
this bid notice, the 1st basic exchange rate announced by of KEB Hana Bank on the bid notice date
shal be applied.
- In case of tie in price evaluation, the Successful Bidder shal be determined by drawing lots.
7. Remarks
- The Bidder shal have a full understanding of all matters necessary for this Bidding including the
Item Requirements prior to making a Bid and shall be responsible for any and all disadvantages
arising from insufficient understanding of matters necessary for this Bidding.
- Bidder shal prepare the Proposal in truth. In case that any content of the Proposal is founded to be
false later, KARI may terminate or cancel the Contract even after the Contract is concluded.
- Al documents submitted in response to the Item Requirements including the Proposal for this
Bidding shal not be returned.
- Al expenses incurred by Bidder in connection with this Bidding, including but not limited to the
proposal, performance bond, etc, are for its own account and KARI will not disclose the evaluation
result of Bidder’s Proposal.
- If any Bidder is bankrupted or insolvent as of the date of this Bid notice, such Bidder shal not be
al owed to participate in this Bidding.
- Bidders are required to keep confidential any data and information acquired in the Contract award.
If any Bidder violates it, such Bidder may assume civil and criminal liability, sanction for inappropriate
business entity, and other disadvantages (such as penalty for security violation, subtraction of
evaluation scores in future Biddings, etc.).
- The RFP and Contract shal be construed in accordance with and governed by the laws of the Republic
of Korea.
8. Main terms and conditions
- Payment: the payment wil be made by payment milestones
- Performance bond: ten percent (10%) of total Contract Price
- Liquidated damages: In case of late delivery, zero point one two five percent (0.125%) of the total
Contract Price shal be charged per day, up to thirty percent (30%) of the total Contract Price.
- Warranty: One (1) year from the date of service completion
